Please report any bugs or odd server issues you come across here. I'd like to work towards as close to bug free as possible with this server. BUT attach screenshots of these reports if its possible, it helps me figure out the issue a LOT faster.

HI hi- All chars were guildless, wife's cache was blank (level 1 Undead Warlock in ss) and on another computer on our LAN; other char's were in separate windows on different accounts. So far I have safely deleted the first charter and re-purchased one with the desired name on my "main" char "Noc." Will attempt sig's again later, if you see me one Noc feel free to ask to sign on a newb or junk character.

Did every character involved leave their guild, clear their cache and then all log in to try and sign the charter? Would like to verify if every one had performed the process to find the issue.

After the recent change which lowers the number of signatures required to fill the guild Charter requirements, we are oddly unable to have any characters sign our charter. Here are some details:
<Wicked Tribe> charter purchased by "Noc" a couple days ago, left <Eternal Raiders> Noc is [H]orde, guildless, level 80 Tauren Druid, and the charter in his bags shows four signatures are required (was nine before this update; for a total of ten).
Attempted to obtain signatures from a trio of our Horde aligned characters ranging from level 1 to level 7, Forsaken of various classes, in Brill and in the newbie Crypt area.
Join guild recruitment chat channel is unchecked on all, and none of our CT mods allow blocking Guild Requests; Trades and Duels- YES, guild signature requests- NO (ironically, a leftover "feature" from old original WoW- which allowed any newb to SPAM requests on players, even when on ignore, as long as the newb could keep his victim targeted.
Yes, in all cases Noc had the invitee/signer targeted, and even tried grouping.
Noc could initiate the Guild Signature Request pop-up window by right-clicking the charter in his bags, and the window was shown in both character's UIs, Noc could click "request signature" but the request either timed out, or auto cancelled.
At no time could the signator reply as normal; could click "sign charter" in the pop-up window but no signature was registered.
Spamming either button caused a text-flood, no error given, but the requests were then auto-cancelled.
I am personally unsure where this might be broken, but have a couple fix suggestions; undo the server config/rules setting signatures back to 9 others and see if signatures are obtainable at all; or, conversely, set the server rules to only need "0" signatures (making the char who creates and registers a charter instantly the GM, and see if the problem is with the guild charter creation code having to do with the signatures pop-up window or opcodes.
Else, we may have a bugged charter; it is possible; Noc left <Eternal Raiders> before purchasing the charter, and it had no signatures on it yet- but mysteriously, the next day or so, Noc was back in the default guild with the rank he had when he left, and with the blank new charter still in his bags. The error would be then that HIS own "signature" may have been "null" even tho he is still listed as the "GM" on the paperwork...
I am posting this in full, but will try to "rule out" the bugged charter notion by renaming the guild in the first charter, then destroying it. Then will try creating another charter, with Noc or another toon, and follow up here in a day or so.
